Go to your Colorado county DMV with a copy of the registration, title or anything official (photocopies seem to work) and a copy of a “Bill of Sale” and you can get a 60-day temp. You also need a “Proof of Insurance” card for one of your other cars and a fax from your insurance agent that the 911 is covered (it should show the VIN).

That will give you a paper temp and a proper registration card. No hassle with any trooper.

When you get home you will need a “Physical Inspection” to verify the VIN and the certificate that it passed emissions (using the temp registration). Both can be done at a State Emissions Station for the late cars.

To get your plates and title, you need “Proof of Insurance”, properly assigned title with any prior liens signed off, your “Bill of sale” showing the amount paid (this is what DMV uses to calculate sales tax), and your emissions certificate.

If a financial institution is involved, they have staff that can do some of this for you. You will still have to have the VIN inspected and get the emissions test done.

You didn’t say what year/model you are buying. Almost any 911 can be made to pass.

If this is a modified “hot rod” 911, I would encourage you to take it to a shop and measure/adjust the mixture. There is a lot that can be done. Depending on the year some serious race engines can pass emissions. If yours is ’81 or earlier, you may qualify for “Antique” plates – one emissions check and forever grandfathered.
