Not true... I know for a fact that "the French" require 2 foreign languages be taught at school. Most high school grads leave with at least 7 years of english (or german) and 6 years of spanish (or english or german) as second language, plus 3 years of latin or greek... That's just high school.
Whether they wish to use it with visiting murkin tourists is a whole 'nother issue, but I've found that things have change a bunch in that respect and it might be time to re-examine stereotypes ;-)
