There will always be good parents and bad parents, but too much power in the hands of the government to intrude into people's private lives will always lead to a totalitarian state. I'd rather err on the side of parental discretion, except in the case of clear criminal activity (e.g. beatings, drugs), rather than have kids raised by a coercive state run by people who want to impose via law their values on others.
P.S. When smoking around kids has become one of the topics "on the table", it's pretty clear that we've already gone far too far down the wrong road...
