Question Checking the fuel pump....?......

Did I do this right?
Yesterday, prior knowing about the alarm control mod from our friend AFJuvat (thanks), I broke out the Haynes manual to check for fuel to the fuel rail. First, I depressurized the system. Then, I unscrewed the end nut at the end of the fuel rail. A few drops of fuel came out. Had a friend turn over the engine and only a few more drops trickled out the end. I was expecting more. Car still isn't starting up. Haynes don't tell you everything either. Is the fuel pump bad? The fuel filter clogged? Or both? Is there another way to confirm a bad fuel pump before spending lot of $$$$?
Oh......yes, I already changed the DME relay with a new one, still no start.
