With the key only in the "on" position, the pump will not run. It only runs in the "start" position and after the car starts. This is a safety to prevent fuel spillage in case of an accident where the ignition is on but engine is not running. Some other manufacturers use a different system that has a "g-switch_ (impact shuts off the pump and has to be manually reset)
