Here's a thought for you to chew on...
Terrorist makes a bomb about the size of a suitcase or so...IED size. Straps some powdered anthrax in plastic bags onto the bomb. The anthrax has been weaponized so it disperses in the air optimally (the anthrax used in the DC attack was so good if you held some powder in your hand and kept the hand completely still it would evaporate into the air simply by the vibrations of your pulse). This bomb goes off during the NY subway during rush hour. Maybe 100 or so immediately injured, but anthrax is quickly spread through the entire tunnel system carried by the wind currents inside the tunnels....
