O do know that they have the capabilty to track known soccer "hooligans" from there houses all the way to tthe stadium. Then block them from entrance into the game.

I agree it's not the best design to monitor cars, but I doubt that they'd get away with placing transmitters on cars, and anyway people could just remove or deactivate them. Also, in England, they've been placing cameras everywhere for more than a decade, so they have a jump start on this plan.... they LOVE their surveillance cameras over there...
