Rodeo, not pulling your leg but they have been doing this for years in the UK.
London, for example, charges an extra tax for drivers to come in selected areas. If you have not paid the tax the camera sees you, takes a photo and sends you the bill. BTW, license plate covers that distort the plate are illegal there...
