I believe many Turbos were CIS cars. CIS cars sometimes leak fuel pressure from the system while they sit. Hot starting requires high fuel pressure, so if pressure has drained, you have a hot starting problem. Cold starting requires less fuel presssure, so it's not a problem.

If this is your situation (CIS), then you may need either a new check valve to put on your fuel pump, or perhaps a new fuel accumulator.
