Using any objective measure you'd care to hold up as evidence that we are winning or losing the War on Terror, where are we now 3 years into the War?

EDIT: Please try to keep party bashing to a minimum. Just the facts would be nice. Also, let's not live in the past prior to 9/11. Where are we since then, the official start of the War.
