We upgrade every three years. Currently we have Dells, but have used IBMs in the past and Mac Powerbooks.
If you don't need a lot of PC software or have to connect to a network like Novell, I'd go Powerbook. I'm not sure, but I don't think OSX can yet connect to a Novell network.
If you need PC, Dell is very good. IBMs are made by someone else now - I forget who - but I assume they're good machines as well.
Toughbooks are very cool - but a lot of money.
