Lots of California Harley types don't have licenses because the DMV test is very difficult to pass on an iron pig.
In fact the local biker rags have itty bitty Hondas for rent specifically for the Harley crowd to use passing the DMV test!
But after all, not having a motorcycle license is all part of that "outlaw" thing.
