Icky burning smell... hydraulic fluid?

So from time to time I get this nasty smell in the car. I'm guessing that's it's hot/burning hydraulic fluid, or something similar, that's what a couple other people thought as well.

I did notice when I had the thing in service position playing with vacuum hoses for the secondary air injection that there is a cap that says "Hydraulic Oil Only", that is was slightly moist looking, and that there is a 2-3" hose that looks like a breather hose coming out beside of it.

If so, is the hose supposed to have a filter on the end, or be plugged into something, and could it be spitting out fluid which then gets heated up/burned on the top of the engine?
