Yes, you could eliminate the frequency valve.
Yes, it would be a major PITA and would require changing all kinds of parts and spending lots of money, basically backdating your entire CIS system to a 79 or earlier.
No, it isn't necessary or worth it.
Once again, why would you want to do it?
