Regarding your idle issue, why not just turn the idle down to about 900 when warm? Then your cold idle would be about 1700 which would be fine for a CIS car. I wouldn't monkey w/ it, but, if you wanted, I suppose you could check/modify your AAR so the cold idle is higher.
As far as the starting problem, a search will yield many posts. Some likely culprits include the relay, wiring and connections, grounds, and your ignitions witch.
