Yes, then he'd have been dead years ago. The whole point is that he didn't break the law, the local law enforcement thugs did.
The state attorney general, Bill Lockyer, a Democrat with certified socialist credentials, whom I know well having lived in his district when he was a state senator, won't lift a hand to help enforce California law because there's nothing in it for him and he's still dreaming of the governorship.
