I don't think the 84 had fused footwell blowers unless the PO made the mod. They access to them is easy to check by unscrewing the covers. The footwell blowers are known for either squeeling like mad or quitting altogether. Check your feeds to the blowers. If you're getting power but they aren't coming on, it is time for new blowers.
