See this thread Help! Does anyone understand the footwell blower circuit? This is a way to repair the heat controller which is probably your problem.
There are countless other posts on heat. Footwells were only fused from 87, but many have fuses added later because the fan motors tend to be a problem. If the footwells work when you run a 12v line directly to them, then it is the controller. See the fix above.
