Might be hard to find, but a six-point 22 mm 3/4" drive socket on a breaker-bar and a five-foot extension pipe would be my weapon of choice!

If that doesn't work ... it is time to remove that control arm from the car! Degrease the bolt head and surrounding shock eyelet, then submerge the arm, eylet, and bolt head in 9% pickling vinegar ... bringing vinegar to near-boiling temp a few times [4 - 6 hour intervals] ... and let sit overnight to soak at rust & corrosion. Put eyelet/arm in large, secure bench vise with leather/cardboard to protect surfaces, then twist away with five-foot pipe extension on breaker-bar!!!
