I re-read your posting a couple of times to get a handle on your problem. Question remains..if you apply 12 volts to each of the footwell blowers do they work? Then the next thing to look at is the speed switch console..the 12 volts from the rear engine controller is fed to two of the microswitches in the speed switch console thru a black wire. It could be that the switches are bad. Notice that is a microswitch for each of the 3 speeds but they behave differently. Postions 1 and 2 route 12 volts thru two microswitches and up to the resistor pack. Position 3 routes a switched ground for the high speed 'AUX relay'. So you actually have two problems..one, getting the footwell blowers to operate at slow and medium speeds and the other to get the blowers to operate at high speed. That thread Ian suggested is the bomb for info on how the system works.
