From what I understand, Vista is the first OS that Microsoft has produced that actually uses coding standards and source control. Previously, each little unit went off and did their own thing. There are hundreds of modules of code in Microsoft products that do the same thing, but because each unit does things differently and don't communicate, we get to run the ill-designed code on our desktops.
