I don't know how it works where you live. But I've gotten out of tickets cause my address wasn't correct, and another time cause the cop didn't write down my birthdate correct.
In your case I would say no you shouldn't pay it. There should be a place to contest it and I would. I would tell them that yes that is your name, but this isn't your car cause those aren't my plates. It'll get thrown out for sure....
