Been there, fixed it. As you are going to paint the car it might be easier to remove the fenders and have them repaired with metal. After they are repaired, if they are off the car it is easier to get POR 15 right down between the double layer of metal behind the flange. You also get better access to the battery boxes.
Of course, while you are at it you might as well clean off the bottom of the car and undercoat that too. Does it ever end?
