More likely a strategic move. Brown already has a seat in the house, Hackett lost to Jean Schmidt. Since Hackett couldn't beat a Cincinnati Republican for the house, no way he'll beat fellow Cincinnatian DeWine for the Senate. Brown is from the other side of the state and has a better chance of carrying the whole state.
