Why not just ban armor piercing bullets, since there one and only objective is to pierce bullet proof armor. I've messed with two guns so far (hopefully more in the future), a 12 gauge mossberg and an ak47 (or is it 74) with armor piercing rounds purchased by a civilian at a local military base (retired military civilian).
