Why not just ban armor piercing bullets, since there one and only objective is to pierce bullet proof armor. All rifle bullets are armor piercing. Further, we don't want the government to regulate the least thing about self defense tools; not ammo, not gun size, nothing.
Now for another L. Neil Smith quote,
