Oh man, I sure can relate. After over a year of trying to be reasonble, and after dealing with the city bylaw enforcement officer, I finally gave up and build a 7' fence. Problem solved... then the bylaw enforcement officer told be he thought my fence is too high. I told him to let me know when he was coming by to measure it, because I wanted to call a friend of mine from the newspaper. He never came.
