I got burned on ebay a few months ago; I got stiffed on an auction for a Porsche transformers car. Seems like the guy did a few legit transactions, and then scammed a bunch of people and skipped town. A couple years prior, I was ripped off trying to buy a set of FRS radios. Both times, eBay and PayPal were useless.
I'm seriously re-considering whether or not I want to continue using PayPal. The 3% fee on cash transactions is federal pound-me-in-the-ass robbery. And ebay's new policy is that if a seller accepts PayPal, he can't refuse credit cards; thank you sir, may I have another? And who knows what fun will transpire once PayPal starts reporting your transactions to the IRS.
The market seems ripe for a competitor.
