Two words why the measure will never succeed, even if they wait until after the mid-term elections:
"President Cheney"
The one smart thing Bush has done in his entire administration was taking a lesson from his dad - always pick a #2 guy that's an even bigger ass than you are. Cheapest life insurance policy you could ever ask for. Remember Quayl(e)? So at least W learned SOMETHING from daddy.
