This is one of their favorite ways to hassle bikers. At least here in Washington, if he did not test it under controled conditions with a certified dB meter, and he is certified to operate that meter, the court has no choice but to throw it out. The problem is you still have to show up in court, so they win a minor victory anyway. Check your local laws, though; as others have stated, they vary widely. If you can contest it by mail, and the law is the same as it is here, it would be very easy to write a note pointing out the fact that no testing equipment was used.
