I would take exception to that statement. Their paperwork may have permitted them to visit, but not to stay.

Let me put it another way. Let's say I asked to borrow your car. If I kept it for as long as I said I would and brought it back in good condition; no harm done. However! If I drove away and never contacted you again, that is theft. People who enter the country by overstaying the conditions on their visas, knowing they were going to stay have committed fraud.

Drag their sorry asses into court. (According to the article, a goodly number are snowbirds!)
