idle adjust

I just got done installing a Steve Wong chip in my car. The instructions say to jumper testport terminals b and c, and adjust the idle. Jumpering the terminals didn't seem to have any effect on the rpm. I had to turn the idle screw all the way clockwise to bring the rpms down to ~1k. That doens't seem right. Any ideas?

BTW, I noticed improved throttle response and a little more low-mid power. That 3.2 low end hesitation is totally gone
