Well, he promised to veto the supplement spending bill if it contained a penny over $94.6 billion. And he always keeps his promises. That's why you've seen him fire so many people for leaks from the White House.
So, the way the bill is headed, he may actually have to veto his first bill ever because it's $8 billion over his limit.

Well, that's a start. What's our deficit estimate for this fiscal year? Last I saw, it was estimated at $337 billion, minimum.

So this new bill would bring it to $440 billion, give or take, and Bush's veto would hold it back to $432 billion, give or take? It's good to have limits.
