The European Union uses less than one-half the oil per capita as the US does. So, yes, they are far less dependent on oil.

If you wanted to really analyze this (if you ever get out of rant mode) you might ask if that's because the EU includes many less-developed countries (like Estonia, Latvia, Hungary, etc).

So look at The UK, Germany, and France, all highly-developed industrialized countries. Each of these countries' oil consumption per captia is 42% to 50% that of the US.
