These are the questions I would ask:
1. POD shows the package was delivered. Not much more you can do, this would be a service issue at the recipients end. Was a signature / release required? If so, who signed for it?
2. Delivery on the 24th was attempted at 3:15PM and was not completed. Why? Was no one home to sign for the package? What is local post office procedure?
3. So, if the package couldn't be delivered on the 24th due to no one being home, then how was the delivery completed on the 25th (1/2 hr earlier in the day)?
At the end of the day, the POD shows the package was delivered. USPS is going to say they carried out their obligation.
