I guess a good first step would be to wean the state from Federal monies. Perhaps the SC senators and congressmen could introduce a bill that would rejects any Federal payments, programs, etc in the state ie: highway funds, welfare, soc sec., tobacco crop subsidies, etc...

They could then pass another bill allowing all federal withholding returned to the payor. Problem is, gonna look like a benefit for the rich with the most money returned to those who pay the most taxes and no benefit for the poor who use most of the entitlement programs. I'd bet SC receives more tax benefits than they pay. Better hope those people don't vote. Ain't ever gonna happen.
