Logic doesn't matter in politics to a large extent.
When Washington was losing the revolution many of NY & Phil's populations became hesitant of success, even if they believed in success to begin with. When the troops were weakened and sloshing around the wilds of NY & Jersey the British were welcomed at ports with parades and welcome demonstrations.
