The Navy did that to a bunch of guys that rescued an F4U Corsair from the bottom of Lake Washington. It went in on take-off during a training flight from Sand Point. It was actually quite well preserved, since it was so deep in fresh water. The Navy stood by all the while they put together their financing and operation to raise the airplane and never said a word. Once they had it out of the water, the Navy said "thank you very much; that's our airplane" and simple took it. It now sits fully restored in the Museum of Flight in Seattle. I'm not sure these guys ever got a dime reimbursed for their efforts. Pretty airplane, though.
