FBI can investigate criminal acts and judicial will prosecute, but I would argue that the FBI needs to act in concert with some Congressional group, Sergeant-at-arms?, before raiding a Congressman's office and this is to forestall the gathering of data not related to the purpose of the investigation that just happens to get swept up in the raid.
