From what I can see in CA term limits haven't worked. You get inexperienced politicians who get very little OJT and then they're hustling to get reelected and then hustiling to get another pig trough elected job somewhere else. I knew a few "career" politicians in CA who took ownership of their decisions because they expected to get reelected by those who judged their decisions. They thought they had term limits every two years. To me, a better solution would have been the propostion here in CA on redistricting, but none of the politicians liked that idea, because it put their seat, or their parties, potentially up for grabs.
