I wish it were true, but I am pretty sure it is not. Why? I own a '76!!!!!!!!!! I JUST put on my new sticker yesterday. I didn't have to smog because I only registered it for the first time back in January and I had to have it smogged then. Its every two years so I will know if this rolling 30 year has come back to life (Oh please, oh please!) then. In the meantime, gotta keep that CIS running good.
