There was endless social agitation (marches, rioting, sit-ins, music, literature etc.) in the sixties trying to force these changes and politicians being what they are were compelled to move in that direction. Look at what your views have to be today to be considered politically moderate. They would be unthinkable by the majority forty or fifty years ago.
