I worked as a bank teller in high school. We were trained to make change instantly for anything on the fly. We were also specifically instructed to look out for this (common quick, easy scam). In fact, the test for getting your cash drawer involved making change for someone who keeps changing their mind on how they want their bills back while you are counting.
