I should have given a better description. The top of the strut is outside the fender, and the bottom is attached to the suspension. The rubber bushing that is in the top strut mount came out with the strut insert and will not come off the strut shaft. The dust cover is still in place with the rubber bushing in place on the strut shaft above the dust cover. Soaking in WD40 didn't help, so it is now soaking in Liquid Wrench. The rubber bushing seems to have a metal insert that the strut shaft slides into, but I can't be sure and I don't want to damage the large rubber bushing trying to free up something that may not exist.
