Sea based is my guess. You can float a lot of stuff and the ocean is a big place. They could fill a oil tanker with diesel and fertilizer and cruise it right into San Fran, or any big ocean front city for that matter; I suppose a tanker truck is plenty big too, and a bit more maneuverable.
