I was thinking the exact same thing.
Penske is running the program in the states, are they permitted to run it on the other side of the pond?
If you look at the top 2 cars in P2, you'll notice they are French teams. I though I heard that one was allowed an engine change after qualifying and was permitted to stay on pole!
Very curious.
