It's their first season. Even the original 917 had issues until Penske and Donohue got them sorted out.
Given the economic commitment it takes to win (at all levels, right down to Club Racing) it is not unreasonable for them to sit this year out. When the LMP2 is released as a customer car you will undoubtedly see them on Le Circuit.
