It's an area of the world that responds more to force than law/civility unfortunately. In order to unify an area like Iraq, you need a strong leader and/or government. This does not necessarily mean "brutal", but I can certainly see why it was effective. The puppet government in place now is ridiculous. Aside from being overly complicated to the point most of the people can't even comprehend it, they're likely to neither respect nor trust it. Add to it the fact that people have lived in fear of government for years and it's not exactly a "slam dunk" overnight kind of solution. It's going to take years to be even marginally effective - generations to really work.
