Saddam was set up to have his WMD manufacturing in full production at a moments notice...He had operational ties to al qaeda and other terrorist organizations.

The jury is still out regarding what Saddam did with his manufactured supply. They could have been buried, they could have been trucked out of Iraq. For all we know he was setting up his facilities to make as much as he needed at request...That is the way I would do it, at least long enough to get the sanctions lifted (which he was actively working to achieve).
