Retractor alignment may be off. Try removing whole panel with belt still in the panel hole. Jerk around with it and see if the retractor needs to be tilted side ways or shimmed at an up or down angle. An off angle may be causing friction between the belt and inner spool side walls. I'd get a little black dum dum to have around for the panel reinstall. The present suff may fall apart or may not be enough.
They are not designed to be lubed.
